Appalachia Moves to Transform Coal Mines into Solar Energy Powerhouses

In a significant stride toward sustainable energy, the Appalachian region of the U.S. is witnessing a significant transformation, turning former coal mines into hubs for solar photovoltaic (PV) electricity production and battery energy storage. This initiative—spearheaded by The Nature Conservancy (TNC), in collaboration with its Cumberland Forest Limited Partnership, Sun Tribe Development, and utility company ENGIE—is set to convert 17 coal mine sites into clean energy ventures across the states of Virginia, Tennessee, and Kentucky.

This collaborative effort has been designed with an adherence to the “3Cs” framework—climate, conservation, and communities—ensuring that these projects not only contribute to reducing carbon emissions but also bring economic and environmental benefits to local areas. The development includes the construction of 14 solar farms across 360 acres, promising to generate around 49 megawatts (MW) of power, and provide an output of 320MW for battery storage capacity. Once completed, the solar PV and battery storage installation is expected to supply enough energy for approximately 6,638 homes annually.

Battery Energy Storage Systems (BESS) are pivotal in this transformation, storing solar energy for use during peak demand times or when solar generation is low. This not only enhances grid reliability but also reduces the need for additional grid infrastructure, directly benefiting local communities by keeping utility costs down. The projects in Appalachia are set to include BESS ranging from 80 MW to 150 MW, significantly contributing to the region’s energy resilience and sustainability.

In Virginia, Sun Tribe Development is focusing on one 5 MW solar generation project alongside three utility-scale BESS. These projects are strategically located to take advantage of existing infrastructure while minimizing environmental impact. The solar and storage systems will enhance local energy security and contribute to the state’s ambitious clean energy goals, aiming for 100% carbon-free electricity by 2045 under the Virginia Clean Economy Act.

The Inflation Reduction Act (IRA) plays a crucial role in these developments, offering various tax incentives that make renewable energy projects economically viable. Key among these are the Investment Tax Credit (ITC) and Production Tax Credit (PTC), which provide substantial tax relief for projects built in energy communities, including those on former coal mines or brownfield sites. These incentives effectively reduce the financial burden of transitioning from fossil fuels to renewable energy, encouraging investment in areas traditionally dependent on coal.

The projects aim to leverage incentives from the Inflation Reduction Act to keep costs down, enhancing the feasibility of these clean energy installations on lands previously scarred by mining activities. The initiative is not just about energy production but also about revitalizing local economies. These projects are expected to increase local tax revenues, create construction jobs, and establish community funds for additional local initiatives.

Despite the transformative potential of these projects in Appalachia, the IRA, signed into law by former President Joe Biden in 2022, faces uncertainty under the current administration. Early into his term, President Donald Trump attempted to freeze IRA funds, a move that was temporarily blocked by a court ruling. However, several states have reported ongoing difficulties in accessing these funds, complicating the rollout of clean energy projects, including those in former coal mining areas.

A recent federal court mandate has now compelled the administration to adhere to a court order preventing the freeze of IRA funding. This legal battle has had noticeable impacts across various clean energy initiatives nationwide. Projects ranging from converting diesel school buses to electric, removing hazardous lead paint from homes, improving home energy efficiency through weatherization, sealing off obsolete oil wells, and enhancing community resilience against natural disasters like wildfires and flooding have all encountered setbacks due to these funding challenges.

For the solar and battery storage projects in Appalachia, these funding uncertainties could potentially delay timelines or limit the scope of work, thereby affecting the region’s transition to sustainable energy and economic revitalization.

The projects not only aim to provide clean energy but also promise an economic uplift by increasing local tax revenues and creating construction jobs.
